Using STP to reduce background noise

Below is the link to an .aif file. There's a bunch of extraneous noise that I'd love to lessen or clear out if possible--passing cars, a hum of some kind, maybe even the birds--while maximizing the man who's ranting. I've been using STP's Noise Reduction tool but, for instance, the cars passing turn into a whorl sound. I just can't get anything acceptable. Am I stuck with it, or do le geniuses have any suggestions for poor, stupit(sic) Elmerio de las Noches.

Jus' curiously, is another app like Pro Tools, which I don't have, better equipped to do this?

I'm afraid there's not much you can do. You can use a little EQ to take out low-end traffic/wind rumble, and maybe bump the higher mids in the vocal range, but with so little of the voice recorded in relation to all the environmental sounds around it... you barely have enough bits in the digital audio stream to work with on the voice, and what's recorded around it has been recorded and is there to stay.
