urgent - converting NTSC 24p to PAL

Hello,
sorry if this has been discussed before (I couldn't find it...). I am shooting a short on my NTSC DVX100A, and want to submit it on a DVD in PAL format. What are my options for converting it. I have access to a PAL DV deck, if that helps (in fact I could submit on DV tape if necessary). I am very new to all this...

not sure about a deck, but I use premiere pro and when exporting there is an option to output as pal.
 
Most PAL dvd players will play NTSC material as well. Do they really need a PAL DVD?
PAL has a different frame rate, color space and size than NTSC so most 'home' solutions aren't the best solution. Check the help files of your editing software
