Unwanted strobing in computer to DV transfer

I'm working on a feature length movie, and when I send my edited video from Adobe Premiere Pro out to DV, I get this ugly strobing on many of the shots. What is causing this and how can I get rid of it??

Try checking to see if you have used a slowdown on any of the shots. If you are just playing back the timeline without doing a full render, or export to tape you may see strobing from some of the interlaced frames not playing back at a full speed.

try using keypad enter to render your selection. Use file -> export to tape to do a real export, or try to avoid using slowdowns that aren't even intervals of 30. (50% is okay, because 30/2 is 15, but 25 isn't okay, because 30/4 isn't a whole number causing stutter)

Well, there's a few questions to be asked:

What camera are you using?
If it's the DVX, are you shooting 24P or 24PA? (I don't think Adobe has a pulldown method for 24P editing, do they?)
Did you do a lot of panning shots?
What shutter speed are you using?
Are you playing back on Progressive-Scan or Interlaced devices?

I'm no expert, but I think all the true experts out there would need some more information so they could help you. I know they'd be more than happy to answer all your questons. :)

I used a DVX100A, with 24p, tho it might have been 24pa, and I used virtually every different shutter setting on the camera. The shots range from locked down camera to hand held so violent u cant even see whats happening, tho u can see the strobing, which tends to occur more in more intense moving shots. Premiere Pro allows for 24p editing, and not all the shots come out strobed, but a lot do.
