Underscan and Overscan

I am slightly confused on the topic of overscan and underscan. I know what they are, but am wondering: Is the underscan what will be seen on a television?? If not then who cares about it?

Overscan is what will be seen on a TV.

Underscan shows you the full frame, which is rather vital if you're doing processes such as picture-in-picture effects, film transfers, etc.

It's also important to consider if you are projecting the image, or if you are going to web.

Well I just got a new DVX100b (Yippee!), and just finished reading Barry's book. I want to film using only underscan on the dv screen, but am worried about part of the picture being cut off when it is portrayed on television. What am i to do?
