Two Weird Questions

Okay, I've been staring at the user manual all day and have pretty much everything figured out. However, a couple of questions for those in the know.
1. What would be the point of using the setting that records Timecode information within the "User Bits"? Wouldn't this just record TC info twice? Once as TC and once as UB?

2. Will scene file setting perform the same under different modes? Does a 60i master ped change look exactly like a 24p one? Meaning, outside of framerates, does the image "look" the same if one would care to mix frame rates within a scene.

Re: Two Weird Questions

I think I have the answer to question #1 after sleeping on it. Would the purpose of putting TC in the UB be that if you make a dub of your tape, the new tape could have "new" TC, while your user bits could preserve the TC of your original? I think it makes sense. Anyways, a new question. What can read User Bits anyways? Do NLEs usually recognize this information and can do something with it? Or is it simply for tape labeling purposes.
