i was given some footage that was shot in 4:3 , well its 16:9 but has a blck bar on both sides of image , like a side crop thing , anyhow , can i make this footage 16:9 some how, there is other footage that was shot 16:9 and im trying to match that aspect.

Hi ReIs,
Edit the clip to the timeline. Double Click the clip to load it into the viewer. In the motion tab, enter a scale value of 133%. Adjust its position up or down to adjust the composition.

Other options are to distort the clip (but will make everything fat), or distort the clip, add a blur and then edit the same clip over top of the blurred clip.

wow im going to try that distort thing , it sounds fun , but if that doesnt work i geuss ill make them all anamorphic , this footage isnt even HD, so it going to pixelate if i scale it , 2010 ,who doesnt shoot in HD?

Another option is to go the other way and letterbox your 16:9 footage, (by working on a 4:3 timeline). That way you don't see any artifacts from scaling footage, which I heard FCP is not the greatest at doing.

If it's mostly 16:9 and couple letterboxed clips, I would probably go with the upscale.
