Terrible video when panning in 24p

Probably been addressed before. Yeah I know in 24 fps you cannot do fast pans and dollies, but I've never seen anything that just totally falls apart like this. Now, panned or dolly footage looks totally fine when I play it back in the camera, but after importing it and outputting as SD (480i) on a DVD or DV video tape that's when ALL THE MOTION HAS A DREAMY/GHOSTING/ECHOEY LOOK. I am using GV Edius NLE system. I've tried adobe premiere (although not recently) and get the same issue. Anton, who has a site devoted to Edius says it's because of going from progressive to interlaced video. AM I THE ONLY ONE THAT GETS AGGRAVATED BY THIS? What about Final Cut pro or Avid? Is the same problem there or not? IF not then I'm definitely ready to jump aboard Apple's ship or Avid's. Anyone?

Thanks

A coupl of quick questions:

Is there a need to go out to 480 interlaced?

Are you using the cameras OIS when shooting?

Thanks for the responses. Here are the answers to your questions:

Is there a need to go out to 480 interlaced?

The need to output to 480i is because this is a Television Series that airs on broadcast TV. I print the shows to DVCpro or DVCam Video Tape. As far as the DVD's ive heard confusing discussions about that in the past, that DVD's are natively interlaced (NTSC TV) and with EDIUS thats that only way you can burn a DVD is if the project is 480 interlaced (I think, but don't hold me to it). How do you make a TRUE progressive movie on a DVD?

No I don't shoot with OIS optical stabilization when on a tripod. I have sometimes when handheld but I understand your point there and I agree.

are you also using a 1/24 shutter speed? that would definitely deliver smearing...

I don't see a different whether I shoot with 1/24 shutter speed or no shutter. Same result.
