When I got it, I immediately plugged it in to charge it - and went to bed. When I woke up, there were no lights, blinking or otherwise, so I'm not sure how the lights indicate amount of charge exactly, but I'd guess that it's like with most of these - the more bars, the more charge.
As it charges, each blinking light turns solid in progression until at the end of the charge cycle it sounds some kind of "tune" (my wife heard it, I had gone out of the room) and all lights turn off.
Now to watch it in use.
