Been reading up on this and kind of understand what SYNCRO SCAN is used for but dont understand the diference between it and SHUTTER SPEED, both in terms of when to use which and technically what they are?

The syncro scan is one of many shutter speeds. The stock shutter speeds include 1/60, 1/120, 1/250, 1/500 etc. When you're selecting a shutter speed, Syncro Scan is one of the options. It is an adjustable shutter speed, you can set it to be anywhere from about 1/24.0 up to 1/250.0 of a second.

Thanks, just came across it in Barry Greens book. It alows you to set shutter speeds in very small incraments when you need to synranise with things like computer monitors. Know I know that the name makes sence;).
