Stretching a small clip

Hi. iam trying to stretch a small clip, i mean like 200 by 200 to 720 480.

obviously there will be some artifacts, is there a way to totally get rid of them. Any good plugs for this?

people say S-spline will make regular video uprez to HD with little problems. Dont see why it couldnt do a decent job if the source is clean.
