Stock shots for later use -stupid newbie questions

After years of dreaming I recently went deeper in debt and bought a lightly used HVX200a. Before that I had made a few bucks shooting web videos for various smalll businesses with a Canon GL-2. But the Canon had some pretty severe limitations in shooting anything but the most basic situations ( that said that little camera paid for itself many times over.)
So as a former TV anchor/reporter for 20+ years I am thrilled to finally own something that is light years better than the dinosaurs I routinely hoisted onto my shoulder in that past life.
Here's my question(s): I want to begin building a library of stock shots of streetscapes, landscapes, news events, landmarks, etc. for use in a variety of future projects which might include a documentary, a web video for the chamber of commerce for city where I live, who knows. Am I best served shooting on the P2 in 1080p24fps and then downloading all those shots to my pc running Premiere Pro and then saving to an external hard drive? I plan on getting these shots as time allows over the next few months. Different times of day, different weather conditions, etc. That said is there anything to be gained by shooting some of the stuff in 30fps? Do I need model releases for any people in the streetscape shots or is it best to shoot them at such a distance as to be unrecognizeable?
thanks in advance

If you’re putting them into premiere pro be sure to export them in a lossless format, but I don’t see why you don't just copy the P2 card folders onto the hard drive and then leave them in a folder for future editing, surely that would save you a lot of time...unless you’re planning to color grade them or something. But then that would be pointless if a future project needed a specific look. Anywho just copy the p2 folders to the hard drive.

As for what to shoot them in, ALWAYS shoot in the highest format possible from the camera if it is for stock footage. You never know what you might have to match it with. So 1080p DVCPROHD in your case.
