Specific filter question.

Hey guys, I'm looking to buy a UV and ND filter, and I don't want to spend more than 20$ on either of those. For a circular polarizer, I don't want to spend more than $40. Gradient filter, probably not over that either (and I probably just want the filter for now, not the matte box type.)

But here come the specifics:
I'm honestly the type who loves any sort of lens flare, to me, the more of it is, the more natural it looks, so a low quality filter may be right down my alley. On top of that, I don't really think there's much else I'd hate either, unless the problems like weird coloration or warping was extreme.

So what really would be the best brands to get? Bestbuy has Sunpacks for cheap prices, and Sunpak seems a sturdy brand, but more like the image quality and clarity, which brands under the 40$ price range are great and even add a bit of pop to the image (if possible.)

Also, is it wisest to buy 72mm filters and use step-downs? Or 68mm? What size is overall recommended?

The bigger issue isn't your typical lens flair but reflections from the lens back onto the filter and back into the lens. But on the size, getting 72 will be safest since that's the largest lens you'll ever run into for the most part.

Like one thing I wouldn't really want is any ghosting or such, I already have too much of that as it is .... I do want a clear image.:undecided. Only thing, even with my prime and kit lens, I just hop up and down any time sort of sun flare or street light flare happens, it really excites me lol.

Main reason I'm asking about the brands of the filters is because I know which ones I most likely need, just I don't really know which brands because there's so many, with so many difference prices, pros, and cons...the nearest camera store is at least 4 hours from me, next best thing to that is a best buy, which only carries a very limited selection of Sunpak products.

If you're trying to buy just one filter size and step down, 77mm is the current "pro" standard in stills lenses. Very few take 82mm or above but a good number of pro lenses take 77mm.
