What would be the restrictions of maybe filming a music video in a famous place i.e Under the Eiffel Tower, next to the leaning tower of Pisa.

Would all places be different, i heard your not breaking the law unless you have a tripod resting on the ground.

Does anyone know what kind of people you would have to contact to find this stuff out?

Could the law take your tapes?/P2 cards away from you?

Thanks any help would be greatly appreciated

Most cities, states and/or countries have government run film commissions or offices. Your best bet is to contact them. Every place is different in what they will allow. In order to avoid being carted away to the local jail you should make sure you have the proper permits. Many places do not charge for the permits themselves. The cost comes in when you have to provide required security and other amenities. Monuments and special locations such as the Eiffel Tower, the leaning tower of Pisa or the Sphinx in Egypt will each charge you for the right to film on their property.
