Slowing down video without sacrificing frame rate?

I shot a few scenes that were shot a little too quick and as a result, I want to make them slower. Is there any programs that can assist me in this without having me to drop my framerate and get choppy video?

If Twixtor is too pricey, try the "turbulent displace" in After Effects (if you have AE).

Twixtor is never too expensive considering what it does.

I'll agree with you that it's great, but I've really been impressed recently with the turbulent displace. Seriously. Try it out against Twixtor (I would do it, but ... I can't afford Twixtor)

I tried tinkering with the trial and haven't had a moment to sit down and really play around with it. All I really noticed is that the end result looked good, but it cut out a large amount of footage... Is this how the program works as some sort of trade off?
