Slo mo from 24 fps footage

It will never match the quality of real footage . None of the interpolation methods will (e.g. twixtor, kronos, etc...)
Setting it to "frame blending" will cause new blurry frames (mix of frames before and after). Pixel motion will create new "inbetween" frames, but they are often riddled with morphing artifacts but it really depends on the type of footage
Nope, never will. You just don't have enough motion samples.
Well, 24fps will not provide as good a quality slo-mo as 60fps. But just how good it will be will depend on a LOT of other things.
Video slo-mo'd with TimeWarp (or other interpolation tools) is impacted by the amount of action, the type of action, noise and a number of other factors in the original video. Plus how much skill and care is used in post. For instance, action that crosses other action confuses the interpolation methods and you need careful masking to keep it from looking like a glob of jello. Interpolation algorithms will also try to slo-mo any noise that is in the footage, giving a fluid (and annoying) noise pattern to the output. You'll want to use the highest frame rate you have for any footage to be slo-mo'd.

+1 for Arco's comments. It can be done, it won't look perfect unless you really shoot for it (but then why wouldn't you just go 60p or higher?)
Timewarp really messes with motion blurs and creates some crazy artifacts. Getting a nice output can mean many layers and masks (and all the associated rendering time).
