That's basically a Russian Lomo / Ekran lens. The original lens name is 35 OKS-3-14-1 . Here is some more info: https://sites.google.com/site/olexs...lenses-1/prime-lenses/14mm-f1-5-35-oks-3-14-1 . Here is another version of it: https://www.rafcamera.com/catalog/product/view/id/389
It looks like the lens was either rehoused or (much more likely) a later version done by Optika. The engraving and ninja star iris shape looks just like what you would see on a Super 16mm Optika Elite lens (but this, of course, is a 35mm lens). Optika made some custom Super 16mm lenses for a company called Panther, so this was probably a custom housing design for CPT but using the 35 OKS-3-14-1 optical formula. (They currently have a 14mm T1.9 version for Super 35mm, but it is most likely different optics).
The 35 OKS-3-14-1 is actually very rare and to have it in a nice housing might make it very attractive for the right person.
