Shooting in 24p advanced

Hey guys, I would appreciate any help in this matter. I shoot with a Panasonic AG DVX-100B in 24p advanced mode. I use Final Cut Pro to edit. However if I set the Sequence Preset, Capture Preset, and the Device control Preset to 24fps or 23.98fps when imported, there are visible lines that cross the screen, caused by movement either from the actor or vehicle or the camera itself. So I have to set the Sequence Preset, Capture preset, and the Device Control Preset to 29.97fps and then the image is imported perfectly. Why is this? If I am shooting in 24p shouldn't I edit and import on 24 or 23.98fps rather than 29.97fps?

Thank you for your time and your help!

import with the capture preset of 23.98 advanced pulldown removal, and use the sequence preset of 29.97 because the 24p is actually saved as 29.97 with advanced pulldown or something like that.

Capture with the 2:3:3:2 pulldown removal, and then you can edit at 23.98. If you shoot at regular 24p in-camera, you would capture like normal and then edit the footage at 29.97.
