Shooting Frame Rate 36 cause luma stobe

I shot some outdoor sports at night under arena lights.. I was shooting at frame rate of 36 and 48 to 720/30PN.. I am getting a brighten frame on th 48 every other frame, and on 36 every 3 or so frames, which causes a pretty noticeable strobing... is this a result of the 60Hz outdoor lighting? Shutter control was set to off. I'm expecting that if I shoot in the same condition that setting shutter to something like 60 or 120 would solve my problem???
