shoot in english and dub with high quality german v/o ...not with horrible dubbing like one hears on
"Let the Right One In". Oh and hire me btw

I would shoot in English and exagerate the german accent.

Dubbing in a foreign language is very very very very very very very very very weird. It's like having Sean Connery's voice spoken by some german or french guy... It's ...not done...
Also because the dubbings are directed by someone...Who has another "feeling" then the original director.... and the dubbing actor also has another way of acting...

I'm more a "subtitles-liking" guy actually.

I say again...
I would do it Valkyrie/The Hunt for Red October style. When done well, this "switch" device is very linguisti-cool.
Case in point:

I would shoot german with NO accent! the accent was mainly used for anti nazi propaganda films after ww2 and might give your story the wrong touch.....if your film is taking these films for a ride , only THEN I would emphasize the djerrmann akzent.

Damed, I hate compromises.

Maybe I just shouldn't give a flying rats a..., but rather trust my intuition, shoot in German and have my actors dub in English.
Was good enough for "Das Boot" - should be good enough for me.

So I can offer 2 versions, German with subtitles for the cineophiles and English for the masses.
I don´t know if this is usual in the US - but here in Germany they show a dubbed version in the big cinemas and the original version (with or without subtitles) in smaller art house theaters.
