Shifting Frame Position

Ok... I just know I'm going to get slammed with 100 links to the search button and 30 other forums, but I haven't been able to find the proper keyword to get a useful answer.

How do I shift the frame around inside of the window. I'm applying a 1.85 crop, and want to vertically recompose the image.

There are several effects that will allow you to adjust that. One option is to apply a resize effect, then just adjust the position.
