It is a projection lens as I know. If you want to experiment with scoop lenses than you can Google for russian real scoop lens. It isn't so cheap as this one but they are real lenses. If you are lucky you can finde a 35 mm filmcamera for 3500-4000 usd as well.
But I mean you should go the anamorphic lens way. Most of the films are 1.85:1 and it is almost the same as your real 16:9. You cut of a little bit from the top and the buttom.
