I know thats vague and not even accurate, as Euro films have all kinds of different looks, but I can't think of specific examples of this particular look...besides the BBC Office, and the daft punk da funk video...

I've been fooling around the settings, but generally I'm testing my experiments out on my poorly lit bookshelf, as opposed to properly lit actors and sets...so I'm not sure.
Anybody had any luck achieiving this look?
