mic was a little hot. should i record dialog indoors and add to scene over new background or should I record the new dialog outside.

You'll have a fun time trying to do ADR out doors. Aside from making sure that you record on the same mics and with the same recording setup, the sound bed isn't guaranteed to match if anything mechanical has changed in the area, or if the weather has changed. Best thing is to record inside, in as dead/flat a space as you can find (true VO booth if you have it). EQ to match, and add your ambient "room tone" under it in editing.
