just got a 4070 12gb card why is there no difference in render times compared to my old 1660 super card tried 1080 720 4k

Which NLE version and what are you rendering?
Check the card's activity during rendering and see how much it's being used. Not sure about Vegas, but sometimes software uses more of a faster clock than a card during certain tasks.
Also, most people don't render video today with proxy workflows and generally great computers being available; why are you rendering? (Asking to get a better understanding of your situation/issue.)

i shoot videos in 4k mov add lower thirds then render to 1080p or 4k and upload

Rendering also happens when you export, so if you're exporting a file and talking about that kind of rendering (process is sometimes described interchangeably aka "render out a file") then it's likely Vegas is using more of the CPU.
If you're talking about rendering in the software before you export (less common these days unless it's necessary that playback is in full resolution) then maybe Vegas is still using more of the CPU.
You'd know for sure if you check the card's activity and see it only working like 20% or something when the exporting/rendering is happening (while the CPU is maxing out).

What version of Vegas? Makes a difference.
A few people have had to change a few things in Settings in Win 11 to get full use of the GPU in Vegas. No guarantees, but you might try the following.
In Win 11 go to Settings>Display, then click on Display and scroll down to the “Graphics” icon and open that up. Once you are there, a list of programs will be displayed. If Vegas Pro isn't listed, look under “Custom options for apps” and click on “Add an app”. Leave the default field Desktop app as is. Under Add an app, click on the Browse button and navigate to Program Files>Vegas>Vegas Pro and add Vegas.exe to the list. This will take you back to the list. You will see Vegas has now been added. There will now be two new dialogue buttons displayed, called OPTIONS and REMOVE. Select Options. Under Options, check the third checkbox/circle down is ticked. This selection is called “High Performance”. That ties Win 11 and Vegas to maximise your GPU performance on when rendering to codecs that can utilise the GPU. Stupid question, but you do have your GPU card selected in the Vegas Preferences settings, don't you?
The big thing with Vegas is not all codecs use the GPU. If you are using later versions of Vegas Pro and are rendering to H.264/H.265 you need to use the NVIDIA/NVENC listed profiles in the render properties dialogue to get the best out of your Nvidia GPU.
