Is there a way to apply the Media FX plugins to a clip but have the settings of that effect variable throughout? Say I want to apply the light rays effect, but want it to be changing second by second to my tweaking desire....is that doable or what? Gracias!

Yes, you use what are called keyframes to mark the frames along the duration of the clip where a change in the settings of the effect will occur. You add these keyframes in the effects dialog box.
