Does the 70D utilize the AF Lock feature similar to the C100?

Yes it does...and its a really ''strong'' feature! Just half-press the shutter button, or full-press the AF-ON button and the focus ''locks''.
 
I used the word ''strong'' metaphorically...:) What I mean is that the AF lock feature is extremely useful! While the AF function of the 70D is really impressive, it wouldnt be so useful without the AF Lock feature! AF lock gives you total control in what subject in your frame is in focus!

Depends on the lens. Some lenses allow override and some dont. However even with lenses that allow override (like the sigma 18-35mm f1.8 for example) I dont see the meaning of doing that, because its like fighting against AF!
