im about to submit something to a film festival and in a bunch of scenes there are moving rainbows all over metal fences in the background. why is this? can i fix this in post? or how can i set my camera to keep this from happening?

It's called aliasing. It happens because the projected image on the CCDs of the pattern on the fence matches in size the pixels on the CCD. This is a rough explanation why. How to avoid it - shoot something else. How to get rid of it - I don't know.

Actually, it's called a "moire pattern." You can't really fix it in post, but a slight blur may help some.

To avoid it, get the fence out of that particular plane of focus. Move the camera closer or further away, or zoom in/out, or adjust your focus a little.
