My only problem is finding a program that reliably gives me the Mbps.

Both Quicktime Movie Inspector and MediaInfo says these clips are on average 107 Mbps but that can't be right since I set the limit to 42 Mbps.

What are you guys using to reliably measure the Mbps?

Simple. Divide clip size [in MB] by clip length [in s] and multiply the result by 8 (namely, there are 8 bits in 1 byte). You get average bitrate in Mb/s.

So:
8*size[MB]/length

107Mbps sounds like the transcoded ProRes files? But opening the cam's original .mts files in MediaInfoMac should tell you what rate the cam is recording at.
