1) when I shoot 1080i/60 and then output it as an H264 file it comes out as 29.67 fps. Shouldn't is be 60 fps as I have the settings on FCP to look at the first clip and set that as the frame rate?

2) when shooting 1080i/60 in low light, even when adjusting shutter speed, the image stays fairly dark. Any suggestions for shooting in ambient light at this resolution?

1) Your shoot settings record it as 1080i/60. The clip is 1080i/60. Your output settings render it to 29.67. Change your output settings. I don't use FCP so I can't walk you through it but it doesn't matter what you put in, the H264 file has it's own settings and that is what it will be output as.

2) increase the ambient light levels or raise the gain. The gain will add noise however, but 3dB or even 6dB of gain will not add too much and may be acceptible for your purposes. 9dB or 12dB will definitely be noticeable. Or raise the ambient light in the environment. The sensor is not sensitive enough to see in the dark. I just got a GH2 and it's low light vision is slightly better than my eyesight. My HVX200 is like wearing sunglasses.
