From outside. Do a search for camera car rigs . . . Audio is a bear also. Check the audio forum for some plant mic hints. Lots of times the car is actually towed on a long cable to get away from engine noise.

i hate to keep jumping your shi*, but you just keep bouncing around and seemingly not taking anything from the responses youre given...

two things:

1. there is no "best." get your head completely away from that word. forget that "best" exists
best is a subjective term. and even if you're lucas or cameron, "best" is always a moving target...

2. "best" for what? what you ask is like asking "what is the best food?"
best food for what? losing weight, gaining muscle, a picnic, lowering cholesterol, thanksgiving...???

aside from that, lets refine what youre asking. what time of day is the shot? is the camera inside or outside of the car? what look do you want to achieve?

finally, you need to seriously, SERIOUSLY re-investigate the way you communicate here.
you keep asking these ridiculously BROAD questions and you get nearly no input. but if you stop and consider your goal, you MAY be able to narrow down your question AND get BETTER answers.

try this:

"im shooting a video of some guys in a car. its a day time shot. i think the camera is in the car, but maybe its not? what kinds of things do i need to think about?"

and please, please, PLEASE, for the love of GOD. STOP titling ALL your posts as "question" just about every post on the forum is a question.
regardless of how nebulous your question actually is, SOMEONE (other than yourself) might eventually garner some usable information from it IF you give it a title relative to the actual question... THAT is the whole purpose of a forum
