I just bought DeadCat to my Rode NTG2 and I have two questions:
1) do I have to put windshield (which I bought with the mic) first and than the DeadCat put on the windshiel?
2) do I have to muss up the hari ot the DeadCat or leave it smarm?

Usually you put it over the foam. Its much more effective if the hairs aren't matted down. Rycote actually supplies a brush for fluffing up their products. The wind is diffused by the hairs blowing around.

That means its better if I tousle the hairs? (My english is not so good)

@hellboy80-he is saying its better to not flatten the hairs on the deadcat the hairs are what help with the blocking of the wind. So if you where to put the foam(tried anyways) over the deadcat it would defeat the purpose.

No, not "touseled".

Use a brush and, from the front, brush the hairs down front to back.

This gets rid of any tangles and gets the hairs straight.

THEN

Brush lightly from back to front so all the hairs stand up on end.

Viola!

So... fluff it up, but not tousle. The hairs has to be evenly combed....
Ok. Thanks. :)
It has to be a special brush or normal bush is ok?

Well, the brush Rycote give with their Windjammers is one of those fold-up ones.

But one like this should do fine.
