Question: Polarizing Filter Impact on Color As Polarizing Angle Changes?

I have used polarizing filter for scenery shots to reduce glare, highlight contrasts (clouds, etc) and understand it is most effective when sun is at right angles which is when I use it. However, I have also read that when sun is not at right angles to shot polarizing filter acts somewhat like ND filter to reduce light entering lens, but I have not used polarizing filter in that situation.

Now I am thinking of using it to reduce glare off race cars, but I wonder what will happen to look of shot as I pan with race cars moving from sun at right angles to sun not at right angles--will colors or exposure or something noticeably change throughout pan due to behavior of polarizing filter? Would appreciate your experience before I do my own experiments just so I have a better idea of filter behavior. Dennis
