Question about movie runtime

Say I'm making an indie feature and I want it to be at least 90 mins to make sure it can participate in everything.

Is that 90 mins including credits? When I've sent in short films to festivals in the past, sometimes they do NOT count the credits into the runtime... should one be on the safe side and have a movie runtime of 90 mins + time for credits?

It would be wrong to pad a 72 minute that works to 90 plus just for length. 65 minute film might program better for festivals in some cases. More and more opportunities every day for films that have different lengths if they are good. Best of luck.
