I presume this is a MiniDV camcorder. Use a Firewire/iLink/IEEE1394 cable to connect the camera to your computer and then use a DV editing application to capture the video.

On a PC "Windows Movie Maker" whould get you started, on a Mac "iMovie" will get you up to speed.

Any place that sells computer equipment.

Your camera will have a "4-pin" connector.
If you have a PC laptop with a firewire connector, it'll most likly also be "4-pin".
A desktop or a Apple laptop will most lickly have a "6-pin" connecotr.
Be sure to get the right type of cable. (Either "4-pin to 4-pin" or "4-pin to 6-pin".)

Also be sure to check that your comptuer does have a Firewire port. most do, but some lower end ones don't and would therfore need an additional card.
