Quality woes - DVX100 + CS5

So I've tried capturing this video on an SD and HD timeline. I've tried 60i and 24p and i just can't seem to improve the quality of this video. This is an image of the video:

I was going to say that but the exposure and wrong import settings might have been the issue. Well they are issues as well as shutter but import settings are the only one you can fix now.
