Quality Vs Compression when exporting

Hey everyone,
I'm just finishing up editing this feature (approx 80 min) and this festival I'm submitting it to wants it to be uploaded online to their website. Maximum file size is 2GB. (Not for screening but for reviewing obviously) What would the best export settings be to get the highest quality picture?

I shot on a canon XHA1, so sequence presets are HDV 1080/24p 1440x1080. I was thinking that if I export to standard def I may have less pixels, but the pixels themselves will be of greater quality, but then again I'm not sure.

What would you recommend for export settings to get the highest quality for under 2GB, either in compressor or quicktime conversion exporting.

Thanks!

h.264 at SD 16:9 specs... 854x480. Audio to 44.1kHz AAC at 128kbps. Limit the data rate to 5000 at first, and lower that a little if it's still too big.

^^^ agree with C2V.

Here's what I do that is very similar:

H.264 at 874x480 (Square Pixels), data rate limited to 4000. Audio: Linear PCM, 48kHz 16bit

I messed around with that Data rate and found that anything below 4000 begins to degrade the image (at SD, of course).

Also 2 pass VBR is gonna look better then 1 pass CBR.

Variable Vs. Constant

It may effect your file sizes, but it will be better once you find that sweet spot.
