Quality issued questions

A couple of questions about settings v.s image quality, if anybody can help...

Question 1

- Does using the built in ND filter of the hvx degrade image quality at all? Is it electronically done?

Question 2

- Would a setting of shutter 1/1000 v.s 1/25 have better image quality ? Of course with setting the iris in each situation so that the image isnt blown out.. Basically im wondering this, for shooting outdoors in good sunlight. the 1/1000 gives a more strobier effect... strobyness isnt really an issue as the shot will be static, just if there will be any degrading of quality.. thanx!

As of question 2
You get less motionblur with a short shutter and thus more strobines.
You sorta take your picks on each side of the scale, though. 1/60 is "normal" (if anything is)
