Push Effect on CG's

Im going crazy.... take any video clip on V1, add two cg's on V2 and butt them together. Throw a "right to left push" effect over the cut point in the cg's and play. Not only does the cg 'push' but so does the background layer under. Is there a way to have it effect the cg layer (v2) only?

Instead of trying to accomplish the effect with a push effect, place the cursor over the title and click on the effect editor, here you can change the position (up/down/left/right), scaling, cropping and more via key framing (click on the key frame graph in the bottom right hand corner, it always helps when working with more in-depth key framing effects), or enable the "3D" button in the right hand corner (next to the key frame graph button) for a number of other options.
