PTools 24p frame rate incorrect

I have been trying with some success to use the 24p mode in Ptools, but one thing that confuses me is why the frame rate recorded is 23.9712345 not 23.9760235 as it should be. They import into Avid and AE ok - well without any errors - but this doesn't seem right at all. Is there a possible correction that could be made in Ptools to fix this odd frame rate or is it deeper than that.

It has been for a long time now a known issue, that the 24p is NOT Correct- it's flawed for sure
 
Its in its frame rate. 23.971 is not 24/1001 for NTSC drop frame it should be 23.976. I even ask Vitaily and his reply was "I don't know, That I do know is that sensor scan is at the correct rate. " If this has bee a known issue why hasn't it been addressed?
 
It's been addressed numerous times- was covered last summer. Not sure why it hasn't been actually solved, I just know that it stands unreliable.
