When I edit 4k in premiere pro with my GH4 the settings are naturally:
Editing Mode: RED Cinema
frame size: 3840x2160
Pixels: Square Pixels
File Format: I-Frame Only MPEG

But if i am going to film 4k and edit in a 1920x1080 timeline, should i select:
AVCHD>1080p>AVCHD 1080p30or34?

or

RED R3D>1080p>23.976or29.97

or a different available preset?

Also, is it better to film in 4k then edit in a 1080p timeline or film in 4k edit in 4k then export in 1080p? I dont know if premiere has a proress export like FCP does, is h.264 the best way to export? My videos do not export and look good on youtube as if i were using FCPX

Personally, unless I'm going to be doing a ton of motion stabilization, I edit in the native format of the footage and resize accordingly on export.

Easiest way to determine the best sequence settings for your footage is to right-click on a clip in your bin and select "new sequence from clip". Screen cap or otherwise make note of these settings, and when you create a new sequence from scratch, use those settings and save them as a preset template.
