premier 1.5 24Pa question

I am using premier pro 1.5 with 24Pa footage. In premier it interprets the footage as 23.97 but in after effects it shows that it is 29.98. So I right clicked on the properties for the clip it shows it is 29 frames a second. Why is it that I record in 24P, capture in 24P but it is interpreted by other programs as 30P? I tried changing it in after effects to 23.976 fps and guess pulldown. Looks ok but slows the footage. What step did I miss? I cannot find my answer anywhere thru searches.

Thru experiments I found a solution. Instead of exporting in avi format (makes it 30P although the settings are 24Pa) I exported it as quicktime, and it appears to have fixed the problem.
