You can only attach files with the following extensions: bmp gif jpg pdf png txt xls zip. The maximum sizes of these files are also restricted.
The only way to share videos is to put them on a server connected to the Internet and provide a URL to the file, or to put it on a video sharing site. The former is preferable because it guarantees that the file doesn't get re-encoded and degraded in quality.

FCP has nothing to do with it, except for preparing the file.
Once you have the file, put it in a public directory on a web server, and post th URL to the file on the server in your forum message.
If you don't have such a server available to you, you will have to use a video hosting service like YouTube or Google Video. However, you will loose alot of quality by going that route because these services often re-encode the video to reduce storage and bandwidth requirements.
