Possible Offline Edit of mts files?

Hey i don't know much about codecs and compression, but would it in theory be possible for someone to develop a tool that would allow for a sort of "offline edit" using .mts files, then allow the user to create an online edit, extracting the 24p files from only the parts of the files actually used as clips in the timeline. Or would that be a crazy mess of stuff that would have to be created?

Maybe a dumb question!

is it true that shooting in PAL 25p(50i), you can drop it on a 25p timeline in say Premiere you will get true 25p because there is no pull down involved? If so then is a proxy work flow what your talking about? I create proxy files of my PAL 1080, do my edit in Premiere and then make offline and relink to my original MTS files for final export. Is this kinda what you are suggesting or something completely different?

Somewhere on the Premiere Elements forums I posted a method for using low res files to do the edit, then doing a search and replace operation to point the Elements project to the real files for doing the render. Proxy editing, in essence. That seems to work well on any editing system where the project files are not encrypted.

Here you go -

That's Elements specific but the approach should work in some other programs.
