i have some mpeg 4 or m4v files (same thing right?), and i need to be able to open them up and edit them with final cut pro. Is there a way to do this or do i need to get some type of converter? if so what would be the best file type to convert them to and anyone know a free converter?

i also have an old laptop. as a last resort could i open them with my pc, like in windows movie maker and save them as something else?

a friend has a bunch of video clips already and wants me to edit them... i think he downloaded them from quicktime though

QuickTime Player with QuickTime Pro allow you to convert the movies to most if not all formats supported by QT - including DV and other formats, which you can use in FCP easily.

Where did these m4v files originate?

Remember that is not an editing codec, but a delivery codec. Transcode to an editing codec consistent with an easy set up.
