Pixelated render in Premiere CS5

I'm seeing reduced resolution when rendering from Premiere CS5. I'm maximizing my settings and have tried to render to all HD formats. I also tried the "match sequence settings" with no luck. screen grab of rendered vs original footage (seen in media player) attached.

No filters are being applied. The same behavior appears on multiple files from different shoots.

Sony Vegas 10 renders without any issues.

Anyone run into this?

Premiere CS5 deinterlaces because it thinks the material is interlaced. Interpret the footage and force the fields from UPPER to NONE.
