Anyone know how I could get the rights to use this in a short film? It will be playing in the background on the tv but will be the main focus point. I can't for the life of me figure out how to get the rights. I've emailed Mpaa with no reply, though I'm not even sure it's them I need to get in touch with..

Te first place to start would be to contact the owner of the video. One could assume that the YouTube user hosting the video is the proper owner. If not, that's a whole other (ironic) can of worms. But perhaps a message to that user asking verification that they own the rigts, and (if so) permission to use it (give a brief description of the intended use), would be the first step.

For short films (and features, for that matter), it's often easier (and cheaper) to produce the content that it to be playing in the background on TV, radio, movie theaters, etc.
