PAL vs NTSC

Guys. Please tell me the major difference between these two version of the camera. We find only PAL version of HVX200A here is Asia (India), that is HVX202AEN. I called the dealer out here and he told me that the Asian version records in 25fps but the US version records in 24fps. I thought HVX200 can be used to record in variable frames from 4 to 60 frames per second. I am feeling dumb and confused a little. Please light me with some knowledge and tell me the actual difference between Pal and NTSC versions and which is good to buy.
Thank you

India is 50 Hz, as Europe. HVX201 and HVX202 are both 50 HZ and they record 25p, 50p, 50i. USA is 60 Hz and HVX200 records 24p, 60p and 60i.

Both 50 and 60 Hz have VFR, but 24p is not included in the 50Hz framerates.

HPX171 (european version of HPX170) is multistandard (50-60 Hz)
