anybody was in situation solving how to restore color and stop corroding process of manfrotto / avenger etc stands especialy cstands? how to restore it for longer effect?

I know this will sound horribly cheap - but doesn't RUSTOLEUM have a line that's supposed to stop corrosion?
Yeah, it's spray paint. And it's gonna have spray paint issues. But it seems that while the scuffing is just cosmetic - the corrosion is an issue worth addressing, even if the solution is a little messy.
 
A bit late since you already have the stands, but I suspect this is one reason why black C stands are so uncommon. Chrome plated or stainless is the way to go for steel stands. The most I would is sand it down till the paint stops flaking off and spray paint them over. Use a few really thin coats first for the best adhesion and then do one thick coat to give it a fresh, glossy look. It will never be quite as strong as the original powder coating though.
 
Live with them as-is or if you can't stand the look of them, throw them away and get plated stands. There is no paint that will hold up. For the cost of powder coat, you might as well get new stands.
 
Apply a rust converter, use a steel brush/steel wool before it dries, then add a matte black epoxy gloss enamel. I just did it to a metal bar on my van and it looked exactly like your photo.
 
They were probably just painted originally rather than powder coated or the finish would have held up better. Sand 'em, paint 'em and you probably won't have to redo for 10 years.
 
Given the way we tend to (mis)handle equipment, I wouldn't be at all surprised if the powder coating came off. Even chrome plating eventually wears out and turns to rust.
 
Paint them, sell them, then buy new ones.

Or...take them apart and send them to a powder coating place. You could probably get them powder coated for maybe 30-50 a piece...rough estimate there.
 
Media blast, degrease, prep, repaint with an epoxy base paint like VHT, use for another 15 years. repeat.

There C-Stands after all. Not artwork.
