Ok I have my 200A I was reading barry Greens book and he explained acquisition frame rate and just regular frame rate.

For the life of my am I not able to get the HVX200A to do any slow motion, or fast motion in the camera. Not sure what I am doing help guys.

One thing can the slow motion be seen in camera or only on your post production application.

You have to be in PN modes to see it in camera. Set the frame rate to something higher or lower than your recording rate, and the speed will change.
Edit: You also have to be in film cam mode in the scene file.

If you record something at say, 60fps you can import it into a 24fps timeline on your NLE and get slow motion.

Or if you just want instant slow motion in the camera, you go into the recording setup menu and make sure your rec format is set to 720/24pn, or whichever setting you want (make sure the frame rate is slower than 60fps, preferably one of the 24 frame settings)
After you've done this, go into your scene file settings and set operation type to film cam, and then set your frame rate to 60frame. That is basically doing the same thing as putting your 60fps footage into a 24fps timeline, only it is all done in camera.
