I was looking through trailers for new games when I came upon this one for a title called "World in Conflict"

The titles in the trailer all incorporate a really interesting filter/effect that adds the look of the display from an old video monitor, kind of reminding me of some things I saw on the screens in the Alien movies. I would like to use a similar effect in a project of mine, and was wondering if anyone knew how to duplicate it.
